Plea for Cispus River Comments
Renee Paradis

The Cispus River take-out needs your help by May 20, 2022.

As part of Lewis County Public Utility District’s license proceedings to amend their Copper Canyon Boater Take-out Site Plan, the District is accepting comments until May 20, 2022.

Comments needed:

1) Do NOT close the boat ramp by blocking it with boulders. The license requires a boat ramp at the head of the reservoir. FERC approved a boat ramp. Closing the boat ramp limits recreation opportunities.

2) I support the addition of the picnic shelter. There was a picnic shelter at the old take-out site. There should be a picnic shelter at this site.

3) The loop road parking needs to be documented and counted in the design plans. It was approved as part of the license, will continue to be needed, and it should be shown on the final drawing. LCPUD’s proposed license amendment was to supplement the loop road parking, not replace it.

The 100% engineer signed drawing is attached to this forum post.

Re: Take-out Site Construction Progress Report

Explanations:

#1 – The 100% drawing shows placement of four-man boulders blocking the boat ramp. The license requires a boat ramp at the head of the reservoir. FERC approved a boat ramp. Closing the boat ramp limits the recreation opportunities.

#2 – We need LCPUD to replace the picnic shelter. There was one at the old take-out.

#3 is important to maintain loop road parking. With regards to what FERC requires of LCPUD, if it’s not called parking on the drawing, it’s not maintained as parking in the field. In 2007, there was parking for approximately 20 vehicles around the loop road. Those parking spots have gradually disappeared. Without designated parking spots, there will be no parking around the loop road, and no non-ADA parking for the picnic shelter which is being built near the current picnic tables.

It's been about a decade since we slammed this project with comments. More than fifty comments were filed with FERC once. Let’s do it again. Please email Michelle today.

Thanks in advance for your support of public access to rivers!
